Kevin Quinn, Senior Health Economist with 3M Health Information Systems, has 24 years of experience in the analysis and design of health care payment methods.  Before joining 3M in 2017, he was Vice President, Payment Method Development, at Xerox State Healthcare, where he designed APR DRG payment methods now used by Medicaid programs in California, Mississippi, Montana, North Dakota, Rhode Island, and South Carolina.  His article, “After the Revolution: DRGs at Age 30” was published in the Annals of Internal Medicine in 2014. Kevin’s analyses have also been published by Health Affairs, the Congressional Budget Office, the Wall Street Journal, HFM: Healthcare Financial Management, the Journal of Ambulatory Care Management and the Journal of Emergency Medical Services.  He lives in Helena, MT, where he also works part-time as a paramedic for St. Peter’s Hospital.

Previously, Deborah served as the Director of the Acute Care Services Area within 3M Consulting.  Deborah was responsible for development and management of Clinical Documentation Improvement Services, RAC Services, HAC Services, Coding Validations, Quality Outcome Services, Data Monitoring Services and Compliance Services.

Deborah’s experience spans more than 29 years in health information and 24 years in nursing, including inpatient and outpatient coding, case management/discharge planning clinical documentation improvement and utilization review for health systems and third party payers.
